Friends of the Global Fund, Japan (FGFJ) is pleased to announce the publication of the second issue of the FGFJ Issue Brief series: “Strengthening the Financial Sustainability of Disease Programs: Health Finance Approach of the Global Fund.”
In this issue, the Global Fund‘s Health Financing Senior Advisor Emi Inaoka examines the Global Fund’s strategic approach to supporting domestic resource mobilization in implementing countries and ensuring sustainable financing for infectious disease programs.
The approaches include:
- Co-Financing
- Innovative Finance, including blended financing and Debt2Health
- Domestic Financing Advocacy
- Leveraging Partnerships
- Technical Advice and Assistance
- Value for Money
As the Global Fund’s Health Financing department was recently established in 2021, this brief provides a comprehensive analysis of the Global Fund’s ongoing work helping low- and middle-income countries build health financing capacity for national ownership. The brief discusses two areas, co-financing and blended financing, about their mechanisms, benefits, and challenges.
In the spring of 2024, Japan announced the launch of the “UHC Knowledge Hub” to support countries with UHC financing. This brief describes expectation that the Hub, as a global public good, will promote coordination of health financing data across agencies and build capacity for health financing policy implementation.
