
The Global Fund to Fight AIDS, Tuberculosis and Malaria and the Japan Center for International Exchange (JCIE)/Friends of the Global Fund, Japan (FGFJ) will co-organize a thematic event titled “Sustainable Health Financing in Africa: from Commitments to Action” on the occasion of the Ninth Tokyo International Conference on African Development (TICAD 9), to be held in Yokohama in August. The event will bring together leaders and finance experts from African countries and partner organizations for an inclusive discussion on African-led efforts to strengthen the sustainability of health financing, including through Public Financial Management (PFM).
Recent geopolitical shifts have significantly altered the landscape of Official Development Assistance (ODA) to Africa, necessitating more effective and sustainable management and utilization of both external assistance and domestic funds. As countries strive for greater self-reliance while continuing to advance infectious disease control and health system strengthening, adopting a comprehensive approach to health financing becomes essential. In this context, robust Public Financial Management (PFM) systems serve as a critical enabler of sustainability—by ensuring that resources are allocated efficiently, disbursed transparently, and aligned with national priorities. Strengthened PFM facilitates better integration of external funding into country systems, supports domestic resource mobilization, and builds the financial accountability and predictability needed for long-term investment in health.
